Try this again.

Hey guys,
I lowered my BPW number to get the block learn numbers between 125 and 127(up from where they were). Should I move it some more to get closer to 128 then tweak the VE table to get to the magic 128, or just tweak the VE tables? By lowering the VE numbers the ECM commands less fuel, right?, or am I backwards.

Its been a while since I've done it but I'm sure your backwards. Low numbers = Rich Mixture, High numbers = Lean Mixture.

The closer you get to 128 prior to messing with the VE the better, or at least that is what I have found. The closer to 128 you are befor you begin the more accurate the base numbers will be.
