What does dfco do?And where and how do address cold start?

DFCO (Andrew's definition is correct) is when the computer shuts off the injectors (pulse width equals zero) when slowing down. There are several parameters that must be met for it to be enabled and several more to remain in DFCO, mostly relating to vehicle and engine speeds, LV8 or MAP value, and %TPS.
Cold start (I'm assuming you're talking about fuel) is addressed in the open loop %change to AFR tables (one vs. coolant temp, the other vs. LV8 or MAP).
