More trouble shooting, ATTN: Tim Burgess
Tim I re-read your response to my first post and check the security light to see if it would point me in the right direction. I first bypassed the system using the correct resistors and still nothing. Checked the light and it does come on for about 2 seconds then shuts off as it is supposed to, meaning, the contacts in the column are hitting the key and that is not the problem, correct?
Where do I go from here?
Just to recap: New starter, new VATS relay, VATS bypassed but still nothing.
VATS it's now re-hooked back up to it's original configuration.

You are correct - the VATS appears to be functioning properly. Here is the path of the power that goes to the starter solenoid when the ign switch is in the start position. Start by measuring the voltage at the yellow wire, with respect to ground, on the VATS starter relay, with the ign switch in the start position, and progress from there to determine why the starter solenoid is not engaging. If there is no power at the yellow wire of the VATS relay, then the ign switch is probably bad.
Check the following locations for voltage with the ign switch in the start position:
Yellow wire to VATS relay (start power from ign switch)
Dk green wire from VATS relay (start power to gear selector switch (automatic) OR clutch start switch (manual)
Purple wire from gear selector switch or clutch start switch (start power to starter solenoid)
The gear selector switch is in the center console, and the clutch start switch is behind the clutch pedal lever.

Yes, Tim has it. you need to find out where you have voltage, and where it drops off and that will pinpiont where the problem lies. Just remember all the measurements must be done whith the key in the crank position. Good luck.
