Do you mean the speed limiter? If so, that function is set in the PROM & must be changed there - it cuts the fuel supply until a lower speed is reached (it has some hysteresis) or, as a temporary work around, you may try disconnecting the VSS wire to the ECM - I wouldn't use that as a permanent mod, though.
