Did you check the fuse? Maybe the switch is bad.

Check the yellow (or brown) wire at the switch. It should have 12 volts at it when the parking lights are turned on, or when the head lights are turned on with the bright lights off. If not, then check the fuse in the fuse panel, if there is a fog light fuse. If not, a fusible link is used to power the fog light relay.
You should be able to hear the fog light relay click when the parking lights are turned on & off. The relay is located either on the LH fender, under the hood, or under the dash on the LH side. If the high beams are burned out, the fog light relay will not function, as it's coil is grounded through the high beam filaments.
At the fog light relay, the brown wire should have 12 volt power to it with the parking lights on, the light green wire should have continuity to ground with the high beams off, and the light blue (or red) wire should have continuous 12 volt power to it. The yellow (or brown) wire powers the fog light switch.
