Power door locks????

Whenever I press the lock or unlock button on either door, I hear a clicking noise coming from underneath the drivers side of the dash. What does this mean?! Is my problem just a matter of changing a fuse or what?

From: out of my mind; be back in 5 minutes....
Car: 1989 Firebird Formula
Engine: Internal Combustion
Transmission: Completed
Axle/Gears: ones that turn.
That will be the relay which controls the locking solenoids. The relay clicking verifies that the ACC fuse is OK, but the solenoids themselves are powered by a 30A or 35A circuit breaker on the fuse block.
