Fuse Box Question

Fuse Box Question
I wanted to wire up my aftermarket foglamps to the fusebox. There is a spot in their that is labeled as fog lamp. I checked the voltage...and only one connector had voltage...12V with the key both on and off...i pulled the fusebox down...checked the back...and there are 2 wires running to it....a red one which had the 12V running to it (im assuming this goes straight to the battery) and then there was a light blue wire heading out but i dont know where that went. I want my fog lamps to work with the switch...but to where i can keep them on if i want and they will automatically turn off when i turn the car off.....i would rather use the spot in the fuse box thats labeled fog lamps. A couple of questions:
1) Where exactly does the blue wire go to and what does it do?
2) How do i wire my fog lamps and switch so they turn off when the car is turned off (i bought a stock fog lamp switch from the dealer)
As you can tell...i have no idea what im doing...right now they are wired straight to the battery and switch...but im always worried that i left the fog lamps on whenever i leave my car. Thanks

As far as I know, you will need to use a different terminal if you want them off when you shut the car off. Doesn't yours beep when you leave the headlights on? I'll check this out later on my car, but it has stock fogs and I believe they stay on as well as the headlights if I turn the car off. I'd just use that terminal on the fuse box and remember to turn them off...you could hook it up to the acc power wire for the stereo and it should work but I'd ask some more experienced people on here first.
