Third Brake light

The upper brake light on my 86 bird doesn't work. The bulbs are all ok, but there is no power to the assembly. I tested this with the car off, do these these light only work when driving? The lower brake/tail lights work fine. Where do I start looking for the problem?

Thanks
DB

You may also want to check out the brake light switch. It has two separate outputs - one for the low mounted dual brake lights (light blue wire), and one for the high mount brake light (yellow wire). The orange wire is the "hot at all times" power feed to the switch.

are the two metal conducting shafts to the bulbs corroded? Mine were totally wasted and the dealer wants about $150 for a new unit.

I got it fixed. The problem was that the contact plate next to the latch was 1) not connected and 2) corroded. All I had to do was hook it back up and sand the contacts.

Thanks for all your help guys!
