wiring cooling fan....

is it wise to wire the cooling fan to run constant while the engine is running or hook it up to a toggle switch? and how would i go about doing it?

Don't run the power from the toggle to the fan, it will melt the toggle. You must use a high amp relay and run battery power to the relay to power the fan.
Get a thermostat switch from autozone to trigger the relay. They are only $16 , and you can use a toggle as an override to turn on the relay/fan when you want.
