Fuse Panel Refuses to Swing Down

I am following the directions from my owner's manual to swing the fuse box down, but it won't budge and I don't want to break anything. Manual says push the 2 retaining tabs in towards the center of the fuse box, and swing fuse box down. I push the tabs in, and the box won't move, I push the tabs out and the box won't move..... What am I doing wrong ?

Not pushing hard enough. Push just one side as far as you can while pulling down, then when it comes free, do the other side while not letting the first side click back into place.

Then after all that work, it'll probably only swing down half-way. Hehe

Thanks. I'll try that method. That is, if I haven't been taken away to an asylum before that, since this short in the accy fuse is driving me nuts.
