Purge canister solenoid wiring?

I need help on where the wires for the carbon canister purge solenoid wire up to. It has 2 wires coming from it, one should go to the ECM on F7 for a '92 TPI, but I do not know where the other wire should go?
I've hooked a voltmeter up to the F7 pin but I get nothing even driving around when the DataMaster shows 100% on the CCP DC.
Should the other wire go to ground or a "Ignition on" positive?
Thanks

ECM completes the ground when it is called for. The other wire is powered on with the ignition.

Thanks, I think this may be a pulsed width modulated grounding is why I can't get the voltage to change between the 2 wires except for about .3v and the purge solenoid I have is the original from my truck and I don't know if its p/w modulated or not.
Guess I'll go get one for a TPI and see if it works.
