your interior lights operate on the principle that they make a ground and then turn on. When you open a door, it grounds. When you turn the switch on, it grounds. That being said...check all the recent places where you've worked for a wire that might be grounding. I had a wire above the roof console ground after I had a new headliner put in. one white wire with about a micron slit in it caused my lights to stay on. Taped it and now everythings great.
quick and dirty solution is to remove all the domelight bulbs from their sockets and carry a flashlight in the car.
having domelights on constantly is distracting while driving and illegal in many states. it will also drain the battery and could possibly cause a fire.

Are they on brightly or just kind of dim? GM wiring circuts are made in such a way that when a fuse blows or something goes wrong in a circut that might go unnoticed, it turns on something that the driver is sure to notice, ie interior lights, turn signal indicator etc. On older F bodies when the fuse for the cigar lighter blew it would turn on the interior lights, dimly.
