The only "governor" on your car is located in the transmission, and it regulates oil pressure for correct shifting. It has nothing to do with limniting the speed of the vehicle or RPM of the engine, as a typical engine governor would do.

There is a speed-limiter programmed in the ECM PROM, but "taking it out" requires reporgramming the PROM or replacing it with a PROM without the limiter programming. The programming is designed to cut fuel injector pulses above 118 MPH on cars that were not originally equipped with "Z" rated tires.
