The fog light relay (the coil) is common to the high beams (which includes the high beam indicator) as well as the parking/marker lights.

The fog light relay coil is connected to the positive side of the high beam lights, high beam indicator, marker and parking lights. This is because this relay is turned "off" when a positive voltage is presented to both sides of the coil instead of what is normally done to de-energize relays - remove the voltage from one side of the coil. This is done to turn the fog lights "off" when the high beams are "on", and allow them to be "on" when the low beams or parking lights are "on".

The relay will be energized when +12 is removed from the high beams (and indicator), thus grounding the coil through the high beam and indicator filaments.

An easy test would be to remove the fog light relay and see if that corrects the problem. I believe it is located next to the fog light switch. Advise if this solves the problem to determine exactly where the problem is.
