88 2.8 timing advance problem

88 2.8 timing advance problem
HiYaAll,
Tryin to diag my timing on my 88 2.8 mpfi.
Pulled the est wire and set the timing to 10 degrees.
When I give it a little gas, the timing retards to about 6@ then when a little more pedal the timing jumps to over 18 @.
Shouldn't it stay around 10@? I've got to get this ride runnin.
The car has no power at all under driving conditions, idle is fairly smooth. Anybody have any ideas?? replaced all the typical parts.
Is my vac advance fried? ECM ?
