Is 4.0 Volts going into CTS about right ?

Is 4.0 Volts going into CTS about right ?
Just got a reading with key on, engine off. Getting 4.0 V at the connector. Sound right ?

Well, I just checked my Chilton's and it said 5.0 was the right number. What now ? I got a code the other say for low CTS voltage. Hmmm. Why am I only getting 4.0 volts into the cts ??? Loose wire somewhere ? The tps has a nice 5.0 ref voltage going into it. ANy ideas ???
