The keys itself, or a brand-new VATS unit from GM?

The key is a "hard-coded" value, in other words you get what you get.

A brand-new VATS unit supposedly reads the value of the first key used on it and permenantly and unalterably burns that value into memory.

Axle/Gears: 2.73
if you want to use a different key that has a different value, you'll have to get a new Vats module and switch it with the one that is in your car. once you have a new module that has never been used, it'll program it's self to what ever new key you use the very first time you use that key.. After that it's programed to that value.. and you can't change it. Unless of course you change the module again..
