Turn the bulb around or make sure it's fully seated(turned) in the socket.
It's somewhat easy to place the bulb in the socket the wrong way making the brake element light instead of the regular taillamp element. Have someone press the brake pedal as you stand outside of your car w/the lights off & see if it glows dimly. If yes then it's in backwards.
If the brake lights up as normal (lights off) then one of 2 things, the bulb is not fully twisted in the socket (bridging both terminals lighting both elements) or, you have the wrong bulb in there a plain ,(1156 I believe,) turn signal bulb has 1 element & will just light bright.
