Diagnosis of an incorrect tachometer

My tach is consistantly off by about 1800 rpm, but it zeros when the car is off. The tach always seems to redline (or close to it) under mild acceration, and under hard acceleration it actually goes past 7000 ... Its all stock ignition. Car is a 91 RS with HEI. Any one know where to start?

Yes, I'd start by picking up the phone and
calling my local recycler to see if they have
a replacement tach for ya....
