No codes, no diagnostic circuit...?

I am having a problem which I cannot identify probably not related to this issue but found this issue as a result of THAT issue.

I found the info in the FAQ about checking the codes and my car does not give me any codes at all.
The FAQ says that if you dont get codes that there is something wrong with your diagnostic circuit, however after searching extensively I cannot find any mention of how to get that working again. Naturally I have checked all the connections I can find and none are loose but the box behind the connector has a loose lid. I doubt a loose lid could be causing any problems.

What I am wondering is if your diagnostic circuit is bad does this mean you have a bad ECM or compuer or both or something else? Is it a simple fix or something an amatuer should take to the shop?
