I have a dilemma! I hope someone can steer me in the right direction here

When I turn my lights on, none of my gauges work??? They will stop dead where ever they are as soon as I turn the lights on? I have also noticed that my right turn signal stays lite (on cluster). I have checked all exterior bulbs, and even checked the bulbs behind the cluster. Everything is in order. Also, if I dim the interior lights, the gauges work just fine? I didn't think it was a "bulb" problem....seems as if something is drawing too much power from somewhere...can someone help!?!
