1986 TA Headlight Problem

One of the headlights will not go up when turning on the headlights. I know that it is not gears. I have to manually turn the **** to raise the headlamp. The headlamp will close when I turn off the headlights. Can anyone offer some help on this?

Check the relays. Make sure they are good. Make sure there is +12 at the red wire(it may have a white stripe) at all times. The relay located near the radiater CANNOT be swapped with the other two. That on is totally different then the other 2. Check the relays first though. If you need more help let me know.
