Convenience Center and headlight motor fuses

Convenience Center and headlight motor fuses
I am putting my car back together and am now addressing the headlight motor issue. The lights go on but it seems there is no power going to the motors. Internals (bushings, gaskets, etc) are all new in the motors. The car is an 88 GTA but I only have a 1991 Shop manual. In the section for troubleshooting non-performing headlight motors it says that there are headlight motor fuses in the "convenience center" which is located behind the instrument panel, to the right of the steering column. I found what they are referring to but before I start taking this apart, I want some back up here. Is this different on 91s or something? My search on the boards have no reference of this being any type of possible culprit, yet the shop manual lists it as the first thing to check. Anyone?
