do all cars have a "crank" fuse

My 86 lg4 iroc doesnt have one and the car wont crank.just wondering because there isnt even the clips in there that holds the fuse.My manual shows one and so do all the diagrams Ive seen.thanks

The crank fuse was for TPI cars with the cold start injector, it runs the cold start circut.
