I need to know why the shop is getting an error code 21 for the TPS when they say my 83 Z28 does not have TSP?? They said the code will not clear and they have no idea why it's even coming up. Any help would be greatly appreciated. The check engine light is almost always on.

No, it's not.

 

You have a TPS. It's in the carburetor, just aside of the accelerator pump cavity. Look at item #71 - about $22 at your favorite parts store if you need one:
