Dash Guage fluctuations

Dash Guage fluctuations
I'll be driving along with my headlights on when all of a sudden my dash gauges includig tach start fluctuation end to end. Shutting the headlights off stops the fluctuation, But it dosn't happen all the time. Any Ideas
