yet another headlight problem from yet another T/A

My headlights don't come up on my 82 T/A... I have to use the ***** to crank them up. I hit the switch, nothing. no noise, no sound at all. I'm thinking it's an electrical problem... where do i start first? the relays? the lights come one, but the assemblies just don't move. I figure, I'll grab some new relays, and then plug them in and see if they work. what should I expect? this is my first F-body, and third gen car. it sat out for a while before i got it, and I'm slowly but surely building the car. I just got the car to crank and run today. I have some more tweaking left to do, and just wanted to knock out another bug.

unlpug the motors( you can get to the plugs from underneath) and check the voltage while someone switches them on and off.
that will tell you for sure. if you dont trace the wire back till you do.
