Gauge lights not working...... ugh.

Gauge lights not working...... ugh.
I am stumped. My wifes 90 IROC has no dash lights.
When you pull the ****, the shifter and HVAC lights come on, as do they fog and defrost backlighting, but no guage lights...
We checked the fuses, all good - The bulbs were burnt out and we got some new ones... Put them in and still no lights... The dimmer switch SEEMS to work because it will still turn the dome light on and the HVAC lights will dim or brighten.
ANY IDEAS? I'm stumped and frankly, pissed.
