Brake Pedal Switches

I have a 91 z28 and i just noticed that there are two switches above the brake pedal. Im guessing one is the brake light switch, but what is the other one? Im asking because i also noticed one is jammed in stuck and the bracket is bent that holds it, but my brake light works.

I just realized that one them (the TCC/Cruise Control switch) is broken where the threaded portion meets the boxed portion. From the looks of it rod or plunger what, ever it maybe, is always in the engaged position. Besides making the Cruise control not work what other effects would this cause?
