Major headlight problem

Major headlight problem
I have an 88 Camaro IROC-Z that recently started to have electrical problems.
A couple of months ago I went to turn my headlights on and got nothing. The car would start and run fine, but I had no headlights, dash lights, interior lights, radio and the power hatch went out.
I ran down a relay that's visible at the top of the drivers side fender near the windshield washer reservoir. I pulled the relay out of the plug. There was a wire in the plug that should have had current and didn't. I ran a wire from the positive on my battery to the wire on this plug and after doing it several times my headlights and everything else came back on and will work even with the relay completely out of the plug.
Recently the headlights and everything else quit again. I repeated the same thing of running a wire from my positive post on the battery to what "should" be a hot wire on the plug and after doing it a few times the headlights and everything else came on.
I have now removed the relay from the plug and have only had this to happen once for a short amount of time and I didn't have to do anything to make them come back on.
Has anyone ever had a problem like this? Does anyone know what this relay is and why does everything work when I remove the relay from the plug?
Also, the wire in the plug is dead when my headlights are out, but after I get the headlights going by running the wire from my battery to the plug, the wire then has current on it's own.
Any advice?
