Head light Problem

Transmission: 700r4 2100 stall
Head light Problem
My head lights wont go down. I dont think it is the motor. Cuz i can hear the motor when i turn the lights off. Any ideas?

Axle/Gears: 3:27 9 Bolt Posi W/ Discs
stripped gears on the headlight motor or something along those lines. I would see if you can manually put them down using the knbos located right beside the headlight, they just turn one way or another to put them up and down.
