86 trans am headlights dont flip open??

Engine: 396 LT1 Stroker
Transmission: 4L60E
Axle/Gears: Ford 9 Inch w/ 3:70 Gears
86 trans am headlights dont flip open??
Hey guys my 86 trans ams headlights wont open. When i flip the switch the lights go on but they dont flip open. i checked the fuses and tried to change the switch no difference. I know my motors are good. Anyone have any ideas. I have the same problem with my 96 trans am.
