Fuel Pump Relay Wiring?

Fuel Pump Relay Wiring?
For the past week I have been having a small problem with my fuel pump. I was driving the car and turned into a parking lot and the check engine light came on, fuel pump shut off and it slowly died. I took it to a shop last saturday and they were closed. I stoped in on sunday to just check the car over and the car fired right up with out any problems. The shop couldn't find anything wrong with the fuel pump or anything like that. This saturday I was meeting with some friends to go for a little cruise around a lake and I had the car running to keep the girlfriend warm and the car suddenly did the same thing it did a week before. The fuel pump shut off and would not turn back on. We check a few things and finally we checked the fuel pump relay. For some reason the fuel pump relay was not getting any power to it. So what we ended up doing was hooking a wire from the battery and connected it to the orange wire on the connector and plugged it back into the relay and everything worked fine. With the car running we disconnected the new wire and the car died again.
I have read that the orange wire we connected the new wire too goes to the battery and has a 20 amp inline fuse near the battery. The only orange wire connected to the battery has a weather pack connector on it but couldnt find any fuse. The friend told me to just hook this new wire up to the fuse box and I shouldn't have any problems with it. I am just wondering as to where this orange wire that we coneected to acutally goes so I can maybe trace it to the actual problem. I don't have a problem running my car the way we have it wired up right now but would like to find the actual problem. The car is an 89 Firebird Formula 350 TPI. It would only seem to do this after the car has been running for a while. It worked just fine all week until this past saturday.
I disconnected the weather pack connector near the battery and tested for power on the connector side away from the battery and if this is the right wire it should show 12 volts with this new wire connected to the orange wire on the fuel pump relay connector and connected directly to the battery but it shows nothing. Any suggestions for anyone about what could actually be wrong would be helpful otherwise I may just leave it the way it is now.

What code is it giving you??
The book I have shows the "Orange wire" at terminal "E" on the relay.
From the ECM the "Orange wire" comes from "B1 & C16". They connect to each other, then goes to the Fuel Pump Relay "E", MAF-Sensor Burn-Off Relay "E & D", Oil Pressure Switch and MAF Power Relay "A".
That Orange wire does go to a FUSE near the Battery, Should be attach to the Fender damn close to the Battery in a weather pack.
From the weather pack to the Battery it should be a RED wire about a foot long (maybe shorter). From the weather pack back to all the sensors & the ECM it will be the Orange wire.
Both the connections at the ECM are 12v.
