Sounds more like a fusible link off the starter. If you have no brake lights, dash lights, horn, and hazard flashers, it's almost certainly one of the fusible links. One supplies power to the items that work any time - regardless of key position; the other supplies those that require the key to be in either the ACC or ON position, like the turn signals, power windows, starter, ignition, etc.

I would check positive wire to the starter.

last night i checked the starter wire and it is ok . but then i played with the side post connector on the battary and lossend the bolt and the lights came on for a little bit. now did i reset the breaker by doing that or is there just a bad connection? but when the battary is connected every thing else works.

I think it probably has to do with that positive cable, in these cases it almost always does.
