Electric fan jury rigged

I need to know if anybody can tell me whats up with this fan. The cooling fan has been jury rigged by a previous owner for some reason. The wire runs from it directly to the fuse panel and its stuck in an open slot. It constantly runs and I think its shorting the electrical system. Could this be because the cooling fan temp switch was bad. I dont know how to tell. Any help would be gladly appreciated.

Okay it's jerry rigged, not jury rigged.

And the previous owner probably had cooling problems like the temp switch gone bad like you said or a hi tem thermo making car run hot in stop and go.

Do a search under cooling fans and you will find pages and pages of trial and error on the subject.
