Problems with guages, 86 Z28

Car: 89 FORMULA FIREBIRD, 86 CHEVY CAMARO
Engine: L98, LB9 RESPECTIVLY
Transmission: 700 R4 (BOTH)
Problems with guages, 86 Z28
1) Why do some of my guages peg when I push in the cigarette lighter?
2) When I shut the motor off the tach will not return to zero untill I turn the key back on then off again.
3) With the engine running, the volt meter is over 13, but with the engine off and key on the guage is on 9 or 10.
Any help here would be appreciated, thanks
