Wont start & no ecm feedback

I have been trying to get my firebird to run for a long time following an engine rebuild. Before I pulled the engine it ran. Now when I turn the key my engine wont start, I get no power to the fuel pump and my ecm will not reply to a scanner or jumpering the top right two diag port pins. I replaced the ignition switch, ignition cylinder, ecm, and neutral safety switch. When I turn the key my accessories power up but it never cranks. I have no power on either side of the crank fuse. I do have 12 volts coming into the ECM on several pins. If I bypass the neutral safety switch(purple wire) with a lead to the battery it will crank, but I get no power to the fuel pump. Almost everything electronic on the car is new. How can I get my ECM to respond?

Check all grounds on the engine, fusible links at starter solenoid, and 20 AMP fuse by the battery.

Where is this 20Amp fuse by the battery? I have the same troubles that I blamed on the fuel pump & associated wiring but now I have to look for a 20 Amp fuse somewhere by the battery. Is this fuse in the same place on all cars? My battery is on the drivers side, so would it still be on the drivers side or is it possible to be on the passenger side? I only ask because I keep my firebird in storage about an hour away from me right now closer to my parents house so I only get to work on it on the weekends. You guys have been very helpful on this thus far but if someone could please give a bit more detail on what to look for I would appreciate it. I know I'm just inches away from getting my car to fire up again! Thanks!

The 20 AMP fuse is an in-line fuse and should be located behind the left headlight next to the side of the radiator on your car.

My battery is on the drivers side so would it be likely to be on the drivers side or on the passenger side? I'm going to be working on it tomorrow so I'll be sure to check both sides but I did want to ask the question. Thanks for the detail.
