Headlights go up, but not down

Car: 89 Formula, 89 IROC
Engine: GMPP 350 HO, L98
Transmission: 4l60x2
Axle/Gears: not enough, good enough
Headlights go up, but not down
I recently rebuilt the front end of my 89 Formula. I have tested the headlight motors, and they both go up and down. I mounted everything, and it all worked. I mounted the hood, and tried the lights again to check that they would clear, and one headlight goes up at one try, and the other at two tries. Then when I turn them off, the lights go off, but not down. I can manually get them down, and turn them on and they will go back up. I checked to see if fuses could be a problem, and the "tail" fuse keeps popping for some reason, and all the lights except for the headlights aren't coming on. What the hell did I do?
