actuator keeps spinning even when the headlight is all the way up

My headlights actautor keeps spinning for like 5-7 seconds maybe when the lights all the way up, it does the same when the light goes down. Im thinking this might be a relay but does anyone else have any thoughts?

All you need is this headlight repair kit and roughly an hour per headlight to repair it. The headlight control module (the relay you mentioned) turns on and off the headlight actuation motors. In your case it is turning them on fine, but not sensing they've closed. The module senses the spike in current and is supposed to shut them off. In your case the module is timing out to shut them off. The first thing to do is repair them with the headlight repair kit. There is a chance this won't solve the problem. I'm just eliminating the most common and least expensive of the possibilities. If this doesn't fix it, then the next step is to replace the headlight control module.
