Headlight delay in raising

Ok, need to know what to look for here. 87 GTA. Up until yesterday the headlights worked fine, but now when I first try and use them it takes about 30 seconds for the lights to come up. They aren't "trying" to come up, you just hit the switch and nothing happens. 30 seconds later they both come up at the same time just fine. The headlights themselves do turn on, and the foglights work before they come up. Is this a relay problem or a switch problem? Where do I start looking?
