My car sat for the winter with charging issues to begin with. So I decide to get a jump the other day and my starter turns the car over a little then does the rapid click click thing. I thought his car didn't have enough charging power, I buy a nice battery charger and hook it up and now all I get are the clicks. So does that mean that my starter is dead or what? Also is my rad fan supposed to come on when I turn the key to acc?

 

If you don't hear the engine doing that pumping whine (the chug-vr-vr-vr-vr-vr-vr), then I would suspect a bad starter (assuming it's wired up correctly).

The radiator fan is supposed to turn on when the AC is on (and the key is on the ON position) or when the engine is warm enough.
