What is this connector, and why is it melted???

I believe that is one of your main power (starter) circiuts. I had a similar problem with my connector and the car would not start because the terminal was corroded. Check you fuse box and see which circiuts are not getting power and that will let you trace it back to that connector.

Is it just the plastic that is melted or is the entire connector fried?

No, just the platic. You gave me an idea if no one knows what it is. I will unhook it and see what fails.

I want to say that has to do with the heater blower motor but I'm not 100% sure.

I have the same connector fried exactly the same way on my car,someone has done a bypass on it though so I am not sure either where it went.
