failed headlight motors

Car: 1986 Trans Am
Engine: 305 Carb
Transmission: 700R4 Overdrive
failed headlight motors

One day last week had alot of heavy rain in houston. i went through a puddle of water. The next morning i turn on my lights, the cluster lights blew out, also the tail and side markers, and the headlint motor hesatated in raising the lights. they were on but would not let down. I replaced the 20a fuse and everything was fine till last night. now they wont raise ,but will close with the switch once raised manually. I put a new isolation relay in and the same thing happend. then i moved the relay to the other two for the motors and nothing. what else can i check.I also pulled the interior switch and replaced with a salvage piece and that one won't raise or let them down all it will do is turn the lights on to allow me to spin them up manually.

Are the tail lights working? Instrument cluster lamps?

headlights

the taillights and the instrument lights wern't working until i replace the 20 amp fuse. Now the headlight doors won't work going up. but they will going down.
