Dashboard light issues

Dashboard light issues

I'm having some issues with dashboard and console lights in my 91 Firebird. I've found a few diagnostic sites on the web, and have tried their suggestions to no avail. No matter what simple fixes I try (fuse replacements, mostly) I haven't had much luck. I'm prepared to start dissassembling the dash in search of an answer to this, but would like to have somewhat of a guide to what I might be looking for before I go in, flailing about with screwdrivers like a madman. I wouldnt want to break anything incredibly important.
Now for the confusing part. My car's layout under the dash may not be undamaged. Whoever owned it before me really beat up the fusebox area, to the point where the box is hanging, for lack of a better word. Everything seems to be attached, with the exception of a blue-red wire and yellow (If i recall correctly) set spliced together, and a hanging light brownish-white and Green wire hanging loose. I have no clue what these wires go to.......i have no clue what the prior owner tried to hook them up to.
Also, as a side note, my horn does not work. Not a big issue.......I've used a horn perhaps twice in my 3 years of driving............but if it helps with the diagnosis, more power to it.
Thanks in advance for whatever diagnosis can be provided, given my lack of detail on the subject.

(P.S. If anyone knows of/is an individual in the Drexel Hill, PA, or surrounding Philadelphia Suburb area who is comfortable doing this work, and would be reasonable when it comes to compensation, I would be quite willing to pay a reasonable fee.......perhaps learn how all this stuff works. I just really want my dashboard to light up.)

Well, as far as I can tell, none of the wires that have issues are going into the many wrapped wiring harnesses I can see underneath the dash. It would seem that the wires that currently hang are connected to the aftermarket sound system.

Transmission: 5 speed and vette has 700r4
Axle/Gears: 373's in T/A .. vette unknown
ground wire to right side of steering column, if its loose no dash lights it is bolted to the metal dash frame kind right where the column enters the dash
