Horn not working - previous owner issue

Horn not working - previous owner issue

I bought a very nice '91 Firebird a couple months ago and I'm trying to fix a few of the little issues that is has. One problem I can't figure out is why the horn isn't working. According to the lady that I bought it from (a lady I work with), her husband took the steering wheel/airbag assembly apart for a reason that she doesn't know and when he put it all back together, the horn no longer worked. I'm really confused by this. What could he have possibly done or messed up when he took everything apart that would keep it from working? The horns just look like buttons so it's not like the older steering wheels where if you don't get the contacts lined up right it won't work.

Any ideas would be appreciated.

Is the airbag or SRS light on? If so, he may have screwed up the clock spring some how

Nope, security light flashes the appropriate number of times to show it's working and then shuts off. None of the lights are on during normal use.

I don't know if you've checked this, but I've had problems with the little plastic contact switches that are behind the buttons on the airbag cover. I took my airbag out to fix some other problems and the switches were cracked and falling apart.
