I have diagnosed that the wire going from the Horn button to the end of the Steering column is broken. How do I replace this black wire? I was hoping I could "tie" another wire to it and pull it through but it doesn't look like I can do that.

Does anyone know the procedure for replacing that black wire from the horn button to the base of the steering column? Not sure if it matters but its an 82 TA.
