voltage regulator

I have recently been having electrical problems. The alternator is brand new, and the battery is good. The car will crank right up.

The problem I am having is that the voltage gauge moves up and down when i have my blinker on. Also when I turn my lights on it moves down then back up. After about 5 mins of driving the volts start to lower and eventually get close to 8 volts. Well if I wait a little while and then crank the car back up the volts are back up but the same thing happens again.

I told this problem to a friend of mine and he said voltage regulator. Is there anyway to tell if this is bad, or will I have to buy a new one and install it and see if it works? If so, how hard is it to install a new one and where is it located to be replaced.

ADVICE FOR NO CHARGE

First you need to make sure the voltmeter
on the dash is correct.
The only correct way to monitor bat voltage is to connect
a meter directly to the bat.
You can compare your dash voltmeter
to a voltmeter connected to your bat
to see if they match.
Your regulator is inside the alternator.
Because your alternator is new it is under warrantee.
Therefore you can get a new alt at no cost.
.
