gauges fuse blows at starting

I'm trying to find a short that is blowing the gauge fuse every time I start the engine. It won't blow in the on position but will while cranking. I've tried wiggling wires while in the run position but couldn't get the fuse to blow.

I hooked a multimeter to the fuse location and found out that during cranking its pulling the voltage down from 11.8 volts to 7.3 volts. I've got the whole dash apart right now and don't see any shorts or bare wires on any of the wires.

That's very strange.. The key applies power to the starter, it doesn't pull anything to ground, so I don't see how even a cross-short could make that happen.. It's normal for the voltage to drop somewhat but 7.3 is a bit too low for my liking.. Is the battery good and charged? Try to key it in drive and see if anything happens with the fuse then. Have there been any work done on the wiring at all?
