Firebird Not Charging

I have a 1987 Firebird, and I can not get this thing to charge. I Put 2 new altnators on it, 2 known good batteries, and too much time. I will drive down the road at 11 volts, and then I will need a jump to start again. Sometimes it will get up to 14 volts, when I first start it, but it will then quickly come back down to 11. At idle it can be at 13 volts, and I will rev it and it will drop down to 12.8...12.5....12.0. I ran the regulator wires right to the batt to see if that would show me a problem farther down in the wiring to no avail. This thing frustrates me too much, and I don't know what to do. It has a carbed 350 it it if it helps. Thanks!
