I've already tried looking for a burnt out fuse but its still good. Unless theres a relay or something I shoud look for. Any one know any possible cause and solution to this issue?

If you listen real hard with the car off you can probabaly hear the plastic gears inside the headlight motor trying to turn. If you can hear that, your gears are stripped out. You can buy new motors, but they are expensive. I took mine off and took them apart and I rigged the plastic gears up with 16 penny nails, and they have worked fine for 4 years or so. You can let them down manually by kicking the prop out that holds them up. Open the hood up and look at it, you'll figure it out.
